The AI Agent Governance Gap: How CIOs Can Gain Control

TechTarget, Friday, May 29th, 2026

CIOs struggle to track and govern AI agents proliferating across enterprises without proper inventory and monitoring systems.

AI agents are rapidly multiplying across enterprises through developer side projects, departmental deployments, and embedded vendor features, but most CIOs lack visibility and governance frameworks for these systems.

Traditional IT monitoring tools cannot effectively track agents since they don't appear as servers or users in legacy infrastructure systems, creating significant security and compliance risks. The complexity arises from agents operating across multiple layers-API calls, internal data sources, and external tools - making incident detection and classification extremely difficult.

David Baum, CEO of AI governance platform Roval, advocates for building centralized agent inventories with clear ownership and accountability, classifying agents by risk level and blast radius, and implementing governance through policy-as-code at the process and network layers rather than relying solely on employee training.
