OpenAI emphasizes that companies must build safeguards by default while empowering families with tools and information, drawing on emerging initiatives like Common Sense Media's Youth AI Safety Institute and real-world deployments such as Estonia's ChatGPT rollout in schools.

The institute would provide sustained coordination among governments, researchers, civil society, and industry to share evidence, develop guidance, and maintain standards as AI technology evolves.
