OpenAI releases a blueprint for U.S. federal framework to govern frontier AI systems through harmonized state approaches and strengthened institutions.
OpenAI has released a blueprint outlining how the U.S. can establish a durable federal framework for governing increasingly capable AI systems.
The strategy has three key components: building a national framework that leverages emerging consensus from state frontier safety laws, strengthening CAISI as the federal government's primary institution for frontier AI safety, and mobilizing a broader resilience plan across government to address national security and public safety challenges.
The blueprint builds on recent state-level efforts including California's SB 53, New York's RAISE Act, and Illinois's SB 315, as well as the White House's new executive order on Promoting Advanced Artificial Intelligence Innovation and Security.
