He notes attackers frequently exploit poorly secured, internet-exposed industrial systems, devices with default passwords or outdated configurations, rather than sophisticated malware or zero-days. Small utilities and municipalities are especially vulnerable because they lack mature defenses yet offer symbolic and psychological impact if disrupted.
