From Migration Factory to Migration Control Plane

Enterprises should replace an AI migration factory with a control plane that uses AI only for bounded adaptation tasks.

In this CTO Advisor post by Keith Townsend, the argument is that enterprises have a migration capacity and authority problem: they know how to move applications to public cloud but struggle to execute at scale without unlimited developers, perfect application knowledge or uniform test coverage.

Rather than a simple AI migration factory, he proposes a migration control plane where playbooks drive execution, deterministic code performs known transformations, validators define completion, humans own authority boundaries and exceptions, and LLMs are invoked only for bounded tasks requiring interpretation, code adaptation or remediation.

The model rests on a Decision Authority Placement Model (DAPM) emphasizing that authority must be placed deliberately across the migration process, supported by an approved playbook and validator catalog with owners and versions.
