EU's Cloud Sovereignty Push Leaves Room for US Hyperscalers

The EU's Cloud and AI Development Act targets US cloud dependence but still lets hyperscalers compete for many contracts.

The EU's tech sovereignty package introduces a four-tier framework for cloud procurement, with roughly 70% of existing public sector workloads eligible for Level 1, which US providers can meet. While the directive addresses concerns about data access under the US CLOUD Act and promotes European alternatives, analysts expect gradual rather than dramatic market shifts, with sovereign enclaves emerging for sensitive workloads.

US hyperscalers, who control about 70% of Europe's cloud market, will face more competition and higher compliance requirements but are not shut out of contracts. European cloud providers welcome the framework as progress, though some argue it lacks sufficient demand-side leverage and remains vulnerable to workarounds.
