If teams cannot interrogate their own flow data six months later, the result is dependency, not capability. The path forward is to engineer systems of capability using approaches like teach-to-fish models, bridging friction points across the delivery lifecycle, aligning leadership before initiatives, and using AI to surface work visibility.
