Rather than wait for legislation, the Commission should act immediately across three pillars: reforming its own ICT procurement to prioritize open source, coordinating demand across public administrations through unified standards, and commissioning evidence-based research on procurement outcomes. The core challenge is uncoordinated demand rather than technology availability.
